[ale] mke2fs does not create correct size fs?

I have a unique problem creating a filesystem greater than 4GB.
If I try to create a parttion using fdisk for anything greater than
4GB, mke2fs only creates 2GB of usable space.  I have a 20GB parttion on
another machine so I'm sure I can create it.  I have attached sfdisk output proving that the parttion is greater than 4GB a  and df output only showing 2GB available.  Any help would be appreciated. Maybe df is misreporting size.  I'm using the latest version of busybox.  Of course you'll also notice that /dev/ram7 is reported twice in the output of df. 

/dev/root is actually mounted on /usr.  it seems that /dev/root is reported twice in /proc/mounts and exerything looks good in /etc/mtab.
