We use blip.tv for ubuntupodcast.net. You can upload videos and link
to them directly. They also do some file conversions, but its a bit
spotty. There are no limits on uploads or downloads (some of our
hi-def videos are almost 800MB).

The one caveat seems to be that it takes about a day for them to
properly cache the videos. Watching streams of videos immediately
after upload can be choppy (depending on your connection). After a day
though, everything works great.
