I'm not an Ubuntu guru, but I have had lots of experience with video and data 
DVD related problems and I've experienced a similar install hangup due to a 
marginal reader / media failure with another distro that I had burned to DVD.

Is the DVD a burn or pressed? I've frequently been burned by burn media that 
doesn't play nice with certain DVD drives (and which drives work reliably 
with which media is a crap shoot at best). Do you see any physical flaws in 
the dye layer?  Any dirt or visible finger prints?

If the install script has problems reading a file that it thinks exists or 
pulls in a corrupted block of data from an archive I can see how it could 
pretty well hang the whole box. Since it is happening at a consistent point 
in the install, it could be that the disk has a flaw or read problem in the 
area needed at that point in the process.

I would suggest you try a different burn on a different media brand before 
digging too far into the depths of the installation script.
