If the program is set up to parse an rc file, then you can.
Add something like:

style "tips"
{       
 bg[NORMAL] = {1.0, 1.0, 0.0}
}

widget "gtk-tooltips" style "tips"

Unable to test this right now - may require some adjustments :)
