When you install the telnetd package, it should setup inetd for you.
Try 'dpkg -l telnetd' and see if it is 'ii' status.  If not, then
install it with 'apt-get install telnetd' or from the CD.

I'd also take out the line you put in by hand, if you haven't
already...on debian, you can use 'update-inetd --enable telnet' to
turn telnet on.

Standard caveats that you should be using SSH apply.
