Two possibilities come to mind:

1. The other end is waiting for you to hit RETURN or BREAK one or more times
   to determine your modem speed.  To do this build a delay into chat
   and then send one of these (try each).

   Here is a sanitized copy of my login script (all one line):

	ABORT BUSY ABORT 'NO CARRIER' '' ATZ OK ATDT4041234567 CONNECT-\c-CONNECT '' ogin:--ogin:-BREAK-ogin: YURNAME assword:-YURNAME-assword:-BREAK\sYURNAME-assword: \qSECRET

2. You need to edit your /etc/default/uugetty.ttyS1 and comment out the lines
   beginning WAITFOR and CONNECT.  Mine looks like:

	CLEAR = NO
	HANGUP=YES
	#DEBUG=777
	DEBUG=010
	INIT="" ATS0=1\r OK
	ALTLOCK=cua1
	ALTLINE=cua1
	#WAITFOR=RING
	#CONNECT="" ATs0=1\r CONNECT \s\A
	TIMEOUT=60
