Interesting concept..

You might want to get diald running with ppp.  What diald does is connect
to your ISP anytime you attempt to access the network.  Then you need
to run a cron job to periodically access the network.  Maybe get email
or just run ping.  You could just let Mindspring drop you after 20 minutes
of inactivity or have another cron job kill pppd after a few minutes.  
You might want to have a way to put off the kill while you are accessing
the machine.  Touching a file in /tmp that the cron job tested
would be enough.

It has distinct possibilities.  Too bad my phone is measured service, or
I'd do something like that myself.
