[ale] Stupid people and DST

As the sun rises earlier and earlier as we get closer to the Summer
Solstice, the idea was, I believe, to get up earlier so one had more
hours of sunlight to work the farm or work in the factory without having
to burn candles or kerosene.  During WWII this also helped us preserve
resources needed to defeat the European dictator (of that time).

Several of our esteemed elected officials fiddled with DST, including
Nixon that earned him the "nixon" variable on older versions of the
Unix kernel.

It may not be worth the effort now.  Going back to standard time in the
fall is especially bad in Western Georgia as it's still dark when the
children go to school in the morning.  This is because that area properly
should be in the Central Timezone if the every 15 degrees of latitude timezones
were drawn straight.  However most states want to be all in one timezone.

It's not so useful now and certainly a pain.
