$150 will get a C2D with 4G RAM off-lease from microcenter. That would blow away
any P4.  I've seen some for under $100 from time to time too.

If you want a browser-centric experience, look towards Chromium-OS.  It didn't
have "updates" the last time I looked at it, but that was a project goal.

And there's always tinycore.
