[ale] PCIe v2 vs v3

Last time I read over them, the PCIe standards dictate that it must work 
both ways, following the limits of the LCD.

I've used numerous LSI PCIe-v3 SAS cards in v2 and v1 slots (system that 
don't support v3 at all).
