[ale] PCIe v2 vs v3

If I use a v3 gpu in a v2 slot, all connections are backward compatible
just 1/2 clock speed, will that do anything more than run the gpu at half
speed and half memory bandwidth.

It seems my older tesla cards can't run the required tensorflow code.
