At best if you can find a video switch that supports picture-in-picture
or video tiling then you can do it.  However the resolution will suffer
greatly and it might not be legible.

If the workstation is small, perhaps adding an arm off to the side would
help otherwise I suspect you're just going to have problems until they
either allow external access or add a second workstation.
