[ale] Windows DHCP CLient

I'm running ISC DHCP server and there is one Windows laptop that will not stop requesting an address. It works. I have a proxy.pac that works. 
Other Windows machines do not do this.

The difference between this machine and others is that it belongs to my wife's employer. Not a small shop. Maybe it is a setting they 
configured?
