Extremely HW specific, but these days most seem to allow it after boot. Think
I've used ethtool for it, but there's probably a way in grub2 as well. I didn't
look.

The only time I've had a need for this is
a) cable modem tied to account and it was easier to change the MAC than call
MediaNone (AT&T, now Comcast).

b) Purely for convenience to have the last part of a MAC match the last part of
an IP.  52:54:00:7b:8a:14 --> 10.22.22.14  Tiny effort when setting up a VM, but
makes life so much easier for the next 5 yrs that VM runs if there is ever any
network issues.  Not so much these days, but 10 yrs ago, it helped a bunch.

c) DHCP reservations based on MAC when I didn't have control over the DHCP server.

There are probably lots and lots of other reasons too that I just haven't hit.
AoE comes to mind.

As far as modifying it inside the cards BIOS, that would require a
vendor-specific tool and probably that (cough) other (cough) OS (cough). Never
needed that level myself. Writing it just after boot was sufficient.
