[ale] NTP confusion

Okay, I'm confused. Trying to configure ntp and it should work.

NTP server X.X.X.1 can't query itself by either localhost or IP.
Server 1 is showing netstat -an on port 123, though not in "LISTEN" mode.
More the UDP setting. A server the next IP over can't see it either.

No local firewall. hosts.allow should allow it. Logfiles just showing the
start and stop

What am I missing?
