False.

There is a signed bootloader out there that allows you to boot a Linux kernel with secure boot, without modifying the TPM keystore. Fedora uses it to boot on any Windows 8 compatible system. Earlier systems with draft secure boot implementations may be required to have user add the newer Microsoft key to the TPM, or use the Fedora key by installing it instead. See the Fedora UEFI documentation, as a good starting point. 

If memory serves, Canonical was actually responsible for the MS secure boot support initial free software implementation.
