No.  Docker is marketing, IMHO.
LXC is the real technology.

Docker has shared a dream and appears to have convinced MSFT enough that they
are a partner and attempting to support it natively. I won't hold my breath.  I
think the Docker guys just expected to drop QEMU onto Windows, have a tiny
hostOS running Linux and all containers would "fit" inside those for the package
once, run anywhere, distros.

Or I could be completely wrong - won't be the first time, even today.
