[ale] vips in rhel/centos 7

To do "VIPs" on linux where the box is doing something behind a load
balancer then I think you may want to add the IP as a loopback via 'ip addr
add'. I'm not actually 100% sure what the best thing to do on rhel is
though. Haven't needed to mess with this stuff in a while...
