That would be done at the registrar, so you may have to dig more.  What
you're actually registering is the 'glue records' for the domain name of
the name server.  I don't know if that will help or not.

I also have a registered name server running behind a dynamic cable
connection.  I get around this by running an IPv6 tunnel into my network
(I use SixXs.net) and registering only the static IPv6 address at the
registrar.  I also use two free secondary DNS providers
(puck.nether.net/dns, and rollernet.us) so that my domain isn't
completely dependent on the DNS server at home.  Both of those providers
will take an IPv6 address for the address of the master, and provide DNS
service over both IPv4 and IPv6.  My external IPv4 address may change,
but the domain stays up.

If you're competent enough to set up your own DNS server, you should be
able to do  this.
