I recently had my phone replaced through its insurance and I noticed that
the default setting is now to not update apps. It's the same android ICS
build but a different version of the carriers software.

Titanium backup saved me a ton of time in transferring my apps and their
settings. It can keep five copies of an app (and the settings) and can
restore the app or the app + settings. Well worth the time I would have
spent reconfiguring. It does need root to backup app settings, though. It
can also backup protected system apps that normal apps such as astro
cannot. This also requires root. It can Backup to a specific folder and to
drop box.

On the root front, has anyone found an inexpensive tablet running ICS 4.x
or higher?
