Yep. S-OFF == root privileges.  You may not wish to replace the OS, but you
definitely want root on your own device.  Of course, putting Cyanogen or
some other truly open build on your device will save you from stuff like
this ( http://www.cellular-news.com/story/58754.php ).  And HTC is one of
the *good* guys!
