Terms of service violations. Absence of a cookie can also be detected.

<fiction> ToS (in very small print) requires access cookie to be kept for
at least 90 days. I dump my cookies to block target ads and hit a related
site. There logging tracks time and IP and MAC and sees I should have a
cookie but don't. They report automatically like the red-light cameras a
ToS violation. I get a ticket in the mail </fiction>

If I used their "free service" in exchange for their tracking cookie
placement, they could make a compelling case for theft if I dump the cookie.

Minority Report looks pretty tame.
