dd-wrt lets you control access times by MAC. It also will act like a DHCP server
w/ or w/o IP reservations if you like.  And a DNS server for a LAN.
Another option is to get a USB wifi dongles and only allow those to access the
wifi.  When you don't want to allow access, take the dongle away.

Letting a device that runs the network and will never leave manage these things
seems like a good idea to me.  The scheduled access times can be as complex as
you like and different for each device, if I recall the interface correctly.
