[ale] OT: ruby/redmine/apache

The script is installed with "rvm"  https://rvm.io/ .  I did link it to
/usr/local/bin/ruby and /usr/bin/ruby to no avail.

-rwxrwx--- 1 www-data root 859 May  8 17:19 dispatch.cgi

It's owned and executable by the www-data user.  It seems it has something
to do with the "env ruby" portion.
