[ale] Fedora 16 declines to see Epson Perfection 610

Strictly not needed. The devel packages are all just for building new code
that uses the base packages. So header files and the like are done
separately.
So when a build pukes the first thing is to see if all of the devels are
installed.
Some well built src.rpm will have the devel requirements but the further
away from mainline fedora/RHEL the original rpm is, the less data is
included. So the rpmbiild -ba will puke on missing includes usually.
