It's a strange bill. It seem aimed at barring municipalities from providing
broadband service to their area because some early adopters got fleeced by
telecom providors during their roll-out. Later those providers acquired
access to municipality built lines for nearly $0 after being paid to
install them by the municipality!
The issue in Marrietta was more who knew who money politics and possible
corruption than just government screw up on technology. So the
municipalities want to do broadband because the telco/cable monopolies
won't touch their area.
I don't know the bill pusher but something smells fishy about it. One bit
is a ban on "below cost" service which isn't feasable for municipality
budgets.
Georgia politics are always strange.
