That is probably due to the fact that your modem has to be provisioned
from the network provider, and that involves downloading a configuration
file.  No doubt that it contains some form of credentials to allow the
network operator to login to it.

Also, I keep hearing rumors about Comcast's business accounts eventually
allowing customer-owned equipment, but I am beginning to think that it's
just a pipe dream.
