You misunderstand.

MOST CEOs know they're incompetent at running companies.
THAT IS WHY THEY NEGOTIATE THE SALARIES!

If the SEC wasn't corrupt (IMO) they would require stockholders to vote
execs' salaries ... and vs. being paid in stock.
