Not according to the system itself:

mbt at redpepper:/proc$ ldd /usr/bin/unity-window-decorator|grep gtk
	libgtk-x11-2.0.so.0 => /usr/lib/libgtk-x11-2.0.so.0 (0x00007f843ac3e000)
	libcanberra-gtk.so.0 => /usr/lib/libcanberra-gtk.so.0 (0x00007f8434e11000)

If it were using GNOME 3 components it'd be using GTK 3.  For that
matter, grepping through the output of "dpkg -l" shows no GTK or GNOME 3
components installed on my system.
