All, I have a machine that cannot seem to keep correct time. It drifts off
by about 15  seconds every minute.  It has exactly the same ntp
configuration as many other machines in our department which appear to keep
correct time. Below is the output from "     ntpq --numeric --peers". Note
the very large "jitter" number. Is the clock on this machine simply broken? 
Its a real, live chunk of hardware, not a VM.
