[ale] Can a class-b space be sold? How much?

Scott,

I was thinking of an isp as a buyer.  I've seen the hassle associated
with trying to justify a /19 by a isp I used to work with, but that
was years ago.  Lots of paperwork.

If they could have bought a /19 and skipped the justification phase,
it would have had real value to them.

Also, at that point, there was an issue on the core routers that they
would drop routing requests for small subnets.  I don't recall the old
restriction and have no idea what the current restrictions if any are.
 Ie.  Will all /24 route requests be honored today?
