I was on 2 lists for ONE product that were like that, and it works very well. 
The MODERATOR ( or one of them) if someone started an OT thread, would copy 
it to the OT thread and declare it a DEAD-HORSE in the "regular thread.. 
TheBat!, and TBOT ( TheBat Off-Topic). great email program ( not for linux, 
but you can use it with wine), and a great Off-topic list!
