This might help. It's "How To Set Up Apache2 With mod_fcgid And PHP5
On CentOS 5.2", it talks about SUEXEC and SELinux and getting the
working with Apache 2.

Have you tried SUSE Studio? Need to create a Live CD,  an app you want
to package and distribute , or create your own linux distro. Give SUSE
Studio a try. www.susestudio.com
