Which puts congressman Fleming and his staff, along the rest of
congress, into the same boat congress might choose to put the rest of us
in is being a disingenuous jerk.  That is to say, that if we don't get
all those goodies you described earlier, they and their staffs don't
either.

It would seem that this bill would remove all those nice things from
congress & co. if they imposed anything less on the rest of us.  Of
course, I voted "yea" on a bill that was worded to imply that such a
vote would grant the legislature the power to enable citizens to bring
suit against the state and it's minions- not knowing we already had such
a power in this state.  Of course, the State government promptly
legislated themselves free of any and all civil liability for their 
actions- so I'm sure there could be more here than meets the eye.
