[ale] Web page solution for a user (not a sysadmin, etc.)

I use (and like) Hurricane Electric for web hosting, but they tend
to have fairly old software on their servers.  `mysql -v` is,

mysql  Ver 12.22 Distrib 4.0.25, for pc-linux-gnu (i686)

... so I think that means I can't use MODx

... which is a bit of a bummer, since that one looked fun to try,
and drupal 5 *might* work, but 4.1 or higher is "highly recommended."

Joomla! looks like it should work.

Anybody have experience or advice about using these CMSs
on systems with older software?
