 From what I understand from talking with a friend who has comcast's  
business service, their CPE assigns a rfc1918 address on the provider  
facing interface, and assigns the gateway of your allocation to the  
customer facing interface.

 From reading AT&T's literature, the way I understand they do is that  
the provider facing interface is assigned an IP via dhcp , and the  
customer facing interface gets the gateway IP. I have no earthly idea  
if the IP assigned via dhcp is a publicly routable one, but assuming  
it is, that may fit your needs better, and the two products were  
similarly priced last time I checked.
