Ah yes. "Deregulation" == "price collusion". This is more of a
monopoly breakup to protect access rights.

I'm not a fan of "Too big to fail" businesses. Maybe a "Utilities and
Services Commissioner" position to handle the complaints and bidding
process for who has responsibility for section abc for power,
water/sewer, telecommunications _infrastructure_ (probably different
groups on water and power :-) water/sewage + 180kV = BANG!). Just
thinking out loud here.
