I'd be tempted to use a CMS like Drake.

I'm running kk4gq.org on it now. 

It'll give you  a pleasing template to build on and an easy way to add 
pages/menus, etc.  There's a bit of a learning curve but it's not nearly 
as hard as Joomla, or Phpnuke or some of the other more popular CMSs.
