[ale] Missing development package on Ubuntu 8.04

I'm trying to compile Linux EMC2 from CVS and I'm getting this error:

checking for GTK 2.4.0 or above... configure: WARNING: GTK2 not found, 
some utilities (halscope, halvcp, classicladder) will not be built

I can't seem to find what package I'm missing in the package manager.  
What I'm looking for is a program that will allow me to upload/download 
programs to a few CNC machines.
