:=city's response, the drivers' reactions are usually /dreadful/.

Perhaps because it's not something that happens all the time and, therefore,
money spent on preventing issues would be considered by "small government"
folks as wasted money?  As far as the drivers' reactions, they hardly ever
drive in snowy weather so they don't have any practice doing this. . . is it
any surprise that folks are unable to do it well?
