[ale] M$ gets record fine

Not a chance in hell.  Companies, of that size, are too focused
elsewhere and unable to change fast enough.  M$ will reject and fight
this fine all the way up to the next fine (yes, there will be more),
it is the nature of all beauracratic beasts.  BTW, GW didn't do M$ any
favors, some state AGs did however.
