Ashley,

Sounds like you want a web based time tracker for billing purposes?

I'm not in love with it, but we use the time tracker from quickbooks.
The accounting side deals with it directly from quickbooks I believe.

My interface is a web 2.0 webpage.  I typically access it via firefox
under linux.
