Hop 16 looks like it's probably overloaded. 50% packetloss tells me  
it's probably dropping ICMP traffic as low priority, and the average  
latency for the next hop more than doubles, so I'd suspect something  
is up with the handoff there. It might be they're having to suck in a  
DDoS or something.
