By itself?  No.  As a layered approach, yes.   SPF is a single piece of
a jigsaw puzzle.  Absence of an SPF record reveals an incomplete
picture.  Depending on what else is simultaneously occurring in your
data center, you may want to dump/drop/bounce incomplete-picture cruft.
