Don't have the kill script in the run level (3) that I start the
shutdown from but when I did that didn't make a difference either.  I
think I'm going to have to play with my FC4 workstation to figure it
out.   These are Production servers - just a mystery that annoys me.

    ls -al /etc/rc?.d/???pc1_mid_tier
