[ale] httpd startup

I did this a long time ago for sshd.   I have since forgotten. But look here
/usr/bin/cygserver-config

You will be making a cygwin services in windows.  After that it looks 
like you setup the service/daemon as you would normally in Linux, either 
in inetd or rc.d
