[ale] Strange start-up problems

None with any visible damage/seepage of strange inner capacitor guts.

Good tip, though.  I had forgotten about the bad capacitor problem.

Take a hard look at the tops of all the capacitors on the motherboard.
  One of the power regulating ones may have been one of the cheap ones.
Some of the Dell machines we've had with bad caps have had similar behavior
to this.
