Check to make sure you are not waiting for the client to respond to
IDENT. Windows by default doesn't respond to IDENT. If you configure it
to and then turn on the Windows firewall it will break IDENT unless you
specifically allow it.

The simplest thing to do is configure Apache not to require IDENT. You
can easily start a religious war over the use of IDENT (layer 9 of the
OSI model).

Is your web server checking for a reverse DNS of the client's IP
address? This can also cause a delay or no content at all.

Since this problem occurred after applying patches be sure to check your
Windows firewall settings. They may have changed.

There is also the possibility that the patch has affected the API cigwin
uses to talk to the network. To find this you'll need to use Wireshark
as the other poster mentioned. Also check the cigwin forums to see if
anyone else has reported a problem.
