There is a third party utility that does the conversion, but it does
not /actually/ process the code that makes up the text in the way that
LaTeX/TeX and friends would.  What it does is reads *.tex files,
processes any commands that it knows, and aborts upon finding something
it does not understand.  Using arbitrary packages, then, does not work
so well, because it does not actually load them at all.

Once again, I think I have stumbled onto a "roll my own" if I want it
done correctly type thing, but I can't say that I am competent enough to
do just that.  XeTeX currently does only PDF output, and for a "driver"
in the TeX processor involves converting DVI to some other format, as I
understand it.
