You can't (easily) upgrade from derivative A version B to Derivative C
version D. So Fedora can upgrade fedora, redhat->redhat, and
Centos->centos. 

Yes, CentOS is based on the publicly available source rpms from RedHat.
The result is a binary compatible system with RedHat.
